Cable: China Pays Nepal to Arrest Tibetans?

For those of you who don't follow the release of leaked material related to Tibet, we note the above cable of 22 February 2010 from the American Embassy in New Delhi. The cable reports unevaluated, raw information received from an identified human asset -- the identity is removed from the released document -- stating a belief that that the Chinese government provides "financial incentives to  [Nepalese] officers who hand over Tibetans attempting to exit China."
